In the WMRSD there are clear expectations for assessing and monitoring the identification and delivery of services for ESL students.  The district assures that there is compliance for required federal and state regulations that govern the  determination of services that students are entitled to receive.

English is the official language of instruction in New Hampshire. The NH Department of Education (NHDOE) has defined the mission of the ESOL Program is to ensure that all English Language Learners in New Hampshire are given an equitable, appropriate, and academically challenging education.  A qualified ESL teacher must assess all eligible English Learners annually with the ACCESS for ELLs® test in the four domains of listening, speaking, reading, and writing.

The intensity of ESL instruction is determined by the ESL teacher to match each student’s level of proficiency in English. ESL teachers and classroom/content teachers should collaborate regularly to provide instruction that is appropriate for English Learners’ respective levels of proficiency and aligned with the mainstream curriculum.
